You can make a series of ice blocks and then jump across from one to the next as you make your way to the tower. The trick to reaching this tower is to use your Cryonis ability. The water that surrounds the tower is hazardous and if Link falls into it, he will take damage and won’t be able to progress. Just avoid them and you’ll finally make your way up to the Wasteland Tower. Continue scaling the plateau and you’ll run into a series of Moblin strongholds. I would recommend just avoiding him if possible by running away. Along the way, if you run past some large rocks, you might trigger a battle with a Stone Talus boss. However, none of the cliffs are particularly high in this area and you can just freeball your way to the tower. At this point there is a curvy road that somewhat leads up to the tower.
